Current Issues and Case Studies in Purchasing and Supply Chain Management

Surveys current trends, issues and best practices in purchasing and supply chain management. Topics include the challenges and changes affecting purchasing, technology and automation in purchasing and supply change management processes, materiel handling, working with suppliers, staff and materiel, outsourcing, procurement coordination, control and verification. Seminar and cases studies provide participants with real world examples and opportunities to apply the skills they develop throughout the course.

Inventory Management

Provides a comprehensive study of inventory control and warehousing as key functions within the supply chain. Major topics include inventory fundamentals and vocabulary, economic order quantity, independent demand ordering systems, and the receiving, tracking, shipping and storing of material and finished goods inventories. Other topics include just-in-time inventory control practices; the use of technology to track, monitor and organize inventory; warehouse operations; staffing, safety and training; communication and reporting; and the overall function of inventory control within the organization. Also discussed are the role and responsibilities of inventory control managers and the link between warehouse operations and internal and external customers, vendors and suppliers.

Principles and practices of purchasing from determining the requirements for goods and services through their receipt. Includes an overview of quality assurance, quantity determination, price and cost analysis and supplier relations. The policies and procedures of purchasing management are introduced and issues of concern to today's purchasing professional are discussed.

Contract Negotiation

General principles of negotiation, covering both the discipline and techniques. Topics include preparation for contract negotiations, including establishing the negotiation objectives, formation of the negotiating team, selection of site and timing, planning negotiation strategies, conduct of the negotiation and closing.

A study of globalization and the impact it is having on local and regional logistics. Topics include outsourcing, import/export requirements, transporting materials and goods overseas, currency exchange, banking, tariffs, and international trade under NAFTA, WTO, etc. Students have the opportunity to develop a project focusing on regional issues in Asia, Latin America, the EU or a topic of specific interest.

Relationship of purchasing to business law (Uniform Commercial Code); law of contracts--offer, acceptance, consideration, warranties, conditions, breach and discharge; contract types; buyers' rights and limitations.

Logistics and Supply Chain Management

Surveys current practices in logistics management including purchasing, transportation, warehousing and inventory control. Participants examine core principles and functions as well as best practices, costs, inventory control, modernizations, staffing, supervision, technology including barcode and RFID systems, quality assurance, organizational development, vendor relations and outsourcing. Includes discussion of issues and dynamics in the Inland Empire and the State of California as well as national and international trade.

Price and Cost Analysis in Purchasing

Techniques, analysis and research methods in choosing suppliers. Analysis of estimating, budgeting and financial control. Nature of data required for cost and price determination, including price indices, improvement curves, labor mix and rate projection. Use of price and cost factors in negotiations.

Procurement and Subcontract Management

Examines the role, functions and responsibility of the contract administrator and procurement manager. Topics include placement, administration and closeout of procurements and subcontracts, workflow coordination, project cash flow, managing various types of contracts and communicating with suppliers and contractors. Time is spent exploring the means by which subcontracts are managed, accounting and administrative reporting requirements, changing or terminating contracts and ensuring contract terms and milestones are met.

Transportation and Traffic Management

Explores transportation and traffic management principles and techniques including truck, ship, rail, air and intermodal. Topics include selecting carriers, contracting, government regulations, tariffs, documentation, hazardous material management, rate structures, import/export regulations and interstate/intrastate traffic management. The unique opportunities and challenges of the Inland Empire are emphasized.
